NOTICE TO BIDDERS

 

 

 

Sealed proposals, addressed to the City of Galena, 111 Main Street, P.O. Box 234, Galena, MO 65656, and endorsed \"Sidewalk and Stormwater Improvements\" will be received until 2:00 o\'clock p.m., Prevailing Local Time, on February 23, 2010 at the City offices in Galena, Missouri and at that time will be publicly opened and read.  The proposed work includes all of the following:

 

This Project will consist of concrete sidewalk and storm water restoration, along with any incidental work in accordance with the plans and specifications. The project is located west along Main Street and North along 4^th Street in the City of Galena, Missouri.

 

 

The Wage Rates applicable to this project have been predetermined as required by law and are set forth in the bid proposal.  When Federal Wage rates are applicable and included, this contract is subject to the \"Wage Hours Act of 1962\" (P.L. 87-581; 76 Stat. 357) and implementing regulations.  By virtue of statutory authority, preference shall be given on other than Federal Aid Projects to materials, products, supplies, provisions, and other articles produced, manufactured, made, or grown within the State of Missouri where same are of a suitable character and can be obtained at reasonable market prices in the State, are of a quality suited to the purpose intended and can be secured without additional cost over foreign products of products of other states.

 

The City of Galena hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award.  The bidder will insure that Disadvantaged Business Enterprises will have the opportunity to participate in the performance of this contract and or any subcontracts.  Goals for the amount of work to be awarded to DBE\'s will be 8.0% and the OJT Training goal will be 0.0%.

 

Bidders are informed that all contractors are subject to full compliance with all applicable laws, ordinances, rules and regulations, and the requirements of the Equal Opportunity Act as it is not the intent of the owner to arbitrarily dismiss any authorities.

The character and amount of security to be furnished by bidders is stated in the contract documents mentioned above.  Proposals must be on forms provided and all unit price bids, extensions and total provided thereon shall be completed fully.  The right is reserved to reject any or all bids.

SPECIAL INSTRUCTIONS TO BIDDERS

 

 

The following instructions should be carefully followed in proposal preparation.  Omissions or irregularities may cause bid rejection.

 

1.         Electronic Plans and specifications in PDF format may be obtained online from the GRE plan room at www.greatrivereng.com upon payment of $40.00, which is not refundable.  All payments are processed online and the contractor is responsible for printing the documents.

 

2.         On the “Bidding Form” fill in the “Unit Price” and “Amount” columns in figures only.

 

3.         Acknowledge Addenda by signing, dating, and stating the addendum number on the Bidding Form.

 

            INTERPRETATION OR CORRECTION OF BID DOCUMENT:  All questions about the meaning or intent of the Contract Document shall be submitted to Great River Engineering in writing.  Replies will be issued by Addenda mailed or delivered to all parties recorded as having received the bidding documents. Only questions answered by formal written Addenda will be binding; the City or Engineer will not be responsible for oral clarifications.  Any alternate material shall be approved before bid opening and in enough time to issue an addendum.  No alternates will be approved unless approved in an addendum.  No addenda will be issued less than two days prior to the bid opening date, without a postponement of the bid opening being included in the addenda.

 

4.         Date this proposal in the space(s) provided for the date.

 

5.         Sign this proposal properly.  If submitted in the name of a firm or corporation, the legal name of firm or corporation should appear in the space designated, and be signed for by one or more persons legally qualified to execute papers in the name of said firm or corporation.

 

6.         Complete the Signature and Identity of Bidder form.

 

7.         Attach bid guaranty to this sheet.

 

8.         Complete Bidder's Acknowledgment.

 

9.         Complete Anti-Collusion Statement.

 

10.       Complete the “Certification Regarding Equal Opportunity and Affirmative Action in Subcontracting”.

 

11.       Complete the “DBE Submittal Forms” of the “Disadvantaged Business Enterprise (DBE) Contract Provisions”.

 

12.       Present the proposal in a sealed envelope which is plainly marked with Bidders name, address, project title, bid date and bid time.

 

13.              Basis of Award of Contract:  The City shall award a contract to the Bidder who, in the City's judgment, has submitted the lowest and most favorable responsive bid.  City reserves the right to reject any or all Bids, to waive informalities, and to reject nonconforming, unresponsive, or conditional bids.

15.       A Pre-Bid Meeting will be held at the office of the Engineer, Great River Engineering, 2826 S. Ingram Mill Road, Springfield, MO 65804, on Tuesday, February 16, 2010 at 1:00pm.  All bidding contractors are encouraged to attend.
